MIIT: To Supervise The Energy Conservation Work of Aluminum Enterprises

To implement the Energy Conservation Law and the Measures for the Administration of Industrial Energy Conservation, give full play to the supervisory role of energy conservation supervision, continuously improve industrial energy efficiency and green development, and boost high quality development of industrial economy, the Ministry of Industry and Information Technology (MIIT) has decided to promote the improvement of energy efficiency in key industries and areas, focus on the energy conservation supervision of key energy-consuming enterprises and key energy-consuming equipment and implement special energy conservation supervision of major industrial projects according to the mandatory energy conservation standards and the Industrial Green Development Plan (2016-2020).

1. Special supervision on the rectification of rule-violating enterprises in 2017. The MIIT will track and inspect the enterprises whose energy consumption irregularities and irrational energy consumption behavior were discovered during the special energy conservation supervision in 2017, supervise the rectification of enterprises specified in the issued notices and proposals on time-limited rectification, and legally punish those that fail to rectify or properly rectify according to the requirements of such notices and proposals.

2. Special supervision on the energy consumption of key and highly energy-consuming industries. The MIIT will primarily inspect the implementation of energy consumption limit standards in key energy-consuming enterprises from petrochemical, chemical and paper-making industries in 2017, and supervise energy conservation of more than 2,000 petrochemical and chemical enterprises such as ethylene, synthetic ammonia, calcium carbide, caustic soda and urea enterprises, more than 500 independent coking enterprises and more than 3,000 paper-making enterprises according to the overall requirements for comprehensive energy conservation supervision of enterprises from highly energy-consuming industries during the 13th Five-Year Plan period (Enterprises producing a variety of products shall report one supervision task that indicates the type of product. The subsidy would be determined after overall consideration.).

3. Special supervision on the implementation of tiered electricity prices. First, the MIIT will carry out special supervision on the energy consumption of iron and steel enterprises according to the requirements of the Notice of the National Development and Reform Commission and Ministry of Industry and Information Technology on Matters Concerning Promoting Supply-Side Structural Reform of the Iron and Steel Industry Through Pricing Measures (NDRC Pricing Division No. 2803 of 2016). Second, the MIIT will carry out special supervision on the energy consumption of cement enterprises according to the requirements of the Notice of the National Development and Reform Commission and Ministry of Industry and Information Technology on Matters Concerning the Use of Tiered Electricity Price Policy Among Cement Enterprises (NDRC Pricing Division No. 75 of 2016) and relevant electricity consumption accounting measures. Third, the MIIT will carry out special supervision on the energy consumption of aluminum enterprises according to the requirements of the Notice of the National Development and Reform Commission and Ministry of Industry and Information Technology on the Use of Tiered Electricity Price Policy Among Aluminum Enterprises (NDRC Pricing Division No. 2530 of 2013). The MIIT will focus on supervising iron and steel, cement and aluminum enterprises whose energy consumption irregularities were discovered during the special supervision in 2017 and cement enterprises with a 2,000 ton/day clinker production line or lower capacity (combined with special supervision on the rectification of rule-violating enterprises).

4. Special supervision on the improvement of energy efficiency of key energy-consuming products and equipment. The MIIT will carry out special supervision on the manufacturers of major energy-consuming products and equipment such as motors, transformers, pumps, fans and air compressors according to the Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for Small and Medium Three-Phase Asynchronous Motors (GB 18613-2012), Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for High-Voltage Three-Phase Cage-Type Asynchronous Motors (GB 30254-2013), Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for Three-Phase Distribution Transformers (GB 20052-2013), Minimum Allowable Values of Energy Efficiency and Energy Conservation Values for Clean Water Centrifugal Pumps (GB 19762-2007), Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for Ventilators (GB 19761-2009), Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for Volumetric Air Compressors and other national standards. In addition, the MIIT will, in conjunction with the relevant departments, urge enterprises to stop the production of inefficient products which fail to meet the mandatory energy efficiency standards (and focus on inspecting enterprises not covered by the special supervision 2016-2017).
