2017年12月26日，在外交部領(lǐng)事司大力支持下，“海外安全領(lǐng)保護航—重慶市海外領(lǐng)事保護宣傳活動”在市政府外事僑務(wù)辦正式啟動，并舉行重慶市海外安全宣傳片開播儀式。啟動活動由市政府外事僑務(wù)辦副主任唐文主持，外交部領(lǐng)事司參贊趙巖來渝指導(dǎo)領(lǐng)事保護工作，并作了《講政治、重法規(guī)做好海外領(lǐng)事保護與服務(wù)工作》專題報告。

隨著我國對外開放格局不斷擴大和“一帶一路”建設(shè)深入推進，越來越多的重慶市民和企業(yè)走出國門。截至2017年12月20日，重慶市共有181.382萬人次出國境，比2016年增長了2.59%。唐文在啟動儀式上介紹，在外交部和市委、市政府的領(lǐng)導(dǎo)下，重慶開展了大量海外領(lǐng)事保護工作，自2013年建立重慶市公民與企業(yè)機構(gòu)安全保護聯(lián)席會議機制以來，市級相關(guān)部門、各區(qū)縣在海外領(lǐng)保工作中密切合作，積極推動其海外領(lǐng)保工作形成齊抓共管的局面，有效維護了重慶市民和企業(yè)機構(gòu)在海外的合法權(quán)益。

比如，在預(yù)防性領(lǐng)保工作方面努力創(chuàng)新方式方法，2017年已分別在重慶市教育系統(tǒng)和旅游系統(tǒng)開展海外安全專項宣講；利用“西旅會”等活動，向廣大市民宣講海外安全和領(lǐng)保常識；在政府網(wǎng)站、微信公眾號等新媒體，及時轉(zhuǎn)發(fā)外交部安全預(yù)警信息；市公安局利用出境辦證窗口廣做宣傳，市教委組織出國留學(xué)人員進行培訓(xùn)，市旅游局將海外安全專題納入領(lǐng)隊培訓(xùn)課程，市商務(wù)委嚴(yán)把企業(yè)對外投資審批關(guān)，積極開展企業(yè)安全督查工作，對落實企業(yè)境外安全主體責(zé)任發(fā)揮了重要作用。

趙巖參贊在報告中特別強調(diào)，中國公民在國外遇到困難、安全與合法權(quán)益受到損害時，可向中國外交部和駐當(dāng)?shù)厥诡I(lǐng)館尋求協(xié)助，或是撥打外交部全球領(lǐng)事保護與服務(wù)應(yīng)急呼叫中心12308熱線。熱線24小時向海外中國公民和企業(yè)提供領(lǐng)事保護咨詢與服務(wù)。報告還圍繞海外安全和領(lǐng)事保護主題，以詳實豐富的案例講解了中國公民在海外安全和領(lǐng)事保護方面需要加強的工作和值得注意的問題。

聽取報告會的有重慶市發(fā)改委、市經(jīng)信委、市商務(wù)委、市國資委、市工商聯(lián)等市級部門和單位，以及主城九區(qū)政府、兩江新區(qū)管委會、萬盛經(jīng)開區(qū)管委會的相關(guān)負責(zé)人和企業(yè)安保負責(zé)人。報告結(jié)束后，趙巖參贊還與參會代表就領(lǐng)事保護的相關(guān)國際法和國際慣例、留學(xué)生在當(dāng)?shù)刂袊诡I(lǐng)館備案登記的必要性等問題進行了問答互動。

本次宣傳活動的主題為“關(guān)注領(lǐng)保 平安出行”，重慶市海外安全宣傳片開播儀式播放的宣傳短片，正式推出了名為“領(lǐng)寶”的卡通人物形象，作為重慶海外安全常識的小小宣傳員。接下來，市政府外事僑務(wù)辦還將圍繞“領(lǐng)寶”策劃一系列公眾參與活動，讓更多市民了解海外安全和領(lǐng)事保護基本常識，不斷提升海外安全意識和應(yīng)急處置能力。

On December 26, 2017, with the strong support of the Consular Affairs Division of the Ministry of Foreign Affairs, “Overseas Security Guaranteed by the Consular Protection—Chongqing Overseas Consular Protection Campaign” was officially launched at the Overseas Affairs Office of Chongqing Municipal People's Government and simultaneously the launch ceremony of Chongqing Overseas Safety Propaganda Film held. The kick-off was presided over by Tang Wen, deputy director of the Municipal Office of Foreign Affairs and Overseas Chinese Affairs and Zhao Yan, the counselor of the Consular Department of the Foreign Ministry had visited Chongqing and guided the consular protection work. He also made a special report entitled “Deliver Overseas Consular Protection and Services on the Basis of the Political Rules and the Laws and Regulations”.

With the scale-up of the opening up to the outside and the further development of the “Belt and Road” initiative, more and more Chongqing citizens and enterprises are going abroad.As of December 20, 2017, a total of 1,813,820 people traveled abroad in Chongqing, an increase of 2.59% over 2016. Tang Wen introduced at the launching ceremony that, under the leadership of the Ministry of Foreign Affairs and the Municipal Party Committee and the Municipal Government, Chongqing carried out a host of overseas consular protection work. Since the establishment of a joint conference mechanism on security protection for citizens and enterprises in Chongqing in 2013, relevant municipal departments,all districts and counties have closely cooperated over overseas consular protection, and actively promoted the co-management of it, effectively safeguarding the legitimate rights and interests of overseas Chongqing citizens and enterprises.

As an exemplification, in efforts to innovate ways and means of preventive consular protection work, special propaganda and publicity on overseas safety has been carried out in Chongqing’s education system and tourism system respectively in 2017;overseas safety and common sense concerning consular protection have been lectured to the general public through such activities like the West China Tourism Expo; Via the government websites,WeChat public number and other new media approaches, early warnings about security issued by the Ministry of Foreign Affairs have been timely transmitted; the Municipal Public Security Bureau has been using the Exit Registration Office to conduct a wide publicity; the Municipal Commission of Education has organized the overseas students studying in Chongqing for training; the Municipal

Tourism Bureau has put the topic of overseas safety into their team leader training courses; the Municipal Commission of Commerce has maintained a strict standard on the examination and approval of foreign investment from local enterprises, and actively carry out enterprise safety inspections, playing a major role for the overseas security of companies.

In his report, Counselor Zhao Yan emphasized in particular that Chinese citizens may seek assistance from the Chinese Foreign Ministry and local embassies and consulates or call 12308, the Global Consular Protection and Services Emergency Hotline of Foreign Affairs if they encounter difficulties abroad or their security and lawful rights are undermined, which would be available 24 hours a day to overseas Chinese citizens and businesses consular protection consulting and services. His report focuses on the topics of overseas security and consular protection, providing an informative list of issues that Chinese citizens need to notice and where they should reinforce in overseas security and consular protection.

The attendees to the Report include relevant departments and units: the Chongqing Municipal Development and Reform Commission, Municipal Commission of Economic and Information Technology, Municipal Commission of Commerce, Municipal SASAC, Municipal Federation of Industry and Commerce, as well as the leaders and corporate security directors of the nine district governments of the Chongqing city proper, Liangjiang New Area Management Committee, Wansheng Economic Development Zone Administration Committee. At the end of the report, Counselor Zhao Yan also conducted Q&A with delegates on such issues as the relevant international law and international practice on consular protection and the necessity of filing and registration of overseas students at Chinese embassies and consulates.

The theme of the publicity was “Consular Protection and Safe Travel”, and the propaganda video released at the opening ceremony of Chongqing Overseas Security Film officially launched a cartoon character named “Lingbao”, who serves as a publicity agent of Chongqing overseas safety common sense. Following the move, the Overseas Affairs Office of Chongqing Municipal Government will also organize a series of public participation activities related with “Lingbao” (Consular Protection Mascot) to expose more citizens to the basic knowledge of overseas safety and consular protection and constantly upgrade their safety awareness and emergency resolution capabilities.
