基礎(chǔ)設(shè)施互聯(lián)互通是”一帶一路”建設(shè)的優(yōu)先領(lǐng)域。在尊重相關(guān)國家主權(quán)和安全關(guān)切的基礎(chǔ)上,推動(dòng)沿線各國加強(qiáng)基礎(chǔ)設(shè)施建設(shè)規(guī)劃、技術(shù)標(biāo)準(zhǔn)體系的對(duì)接,共同推進(jìn)國際骨干通道建設(shè),逐步形成連接亞洲各區(qū)域以及亞歐非之間的基礎(chǔ)設(shè)施網(wǎng)絡(luò)。在推進(jìn)設(shè)施聯(lián)通過程中,還特別強(qiáng)調(diào)基礎(chǔ)設(shè)施的綠色低碳化建設(shè)和運(yùn)營管理,充分考慮氣候變化影響。它既包括傳統(tǒng)的公路、鐵路、航空、航運(yùn)、管道等的聯(lián)通,也包括電力、電信、郵政、邊防、海關(guān)和質(zhì)檢、規(guī)劃等新領(lǐng)域的聯(lián)通,從而將活躍的東亞經(jīng)濟(jì)圈、發(fā)達(dá)的歐洲經(jīng)濟(jì)圈和經(jīng)濟(jì)發(fā)展?jié)摿薮蟮闹虚g廣大腹地國家結(jié)成攜手發(fā)展的利益共同體。
Connectivity of infrastructure is a priority under the Belt and Road Initiative. While respect for each country’s sovereignty and security concerns is indispensable, a closer alignment of infrastructure development planning and technical standards is called for among the countries along the Belt and Road. Such a move would facilitate the construction of key international arteries, so as to build an infrastructure network that not only links all the subregions in Asia, but also extends out to Europe and Africa. Also essential is the need to promote a green and low-carbon approach to building and operating infrastructure, taking into full account the imperative to mitigate the impact of climate change. Rather than being confined to the traditional sense of connection by means of highways, railways, aviation routes, shipping routes and pipelines, the new notion of connectivity is understood to cover areas such as power supplies, telecommunications, postal services, border controls, customs, quality controls and integrated planning as well. Efforts to boost connectivity aim to link vibrant East Asia with developed economies in Western Europe, covering a host of other countries in between with huge potential for economic development.
貿(mào)易暢通是”一帶一路”建設(shè)的重點(diǎn)內(nèi)容,旨在激發(fā)釋放沿線國家的合作潛力,做大做好合作”蛋糕”、采取的措施主要包括:沿線國家共同建設(shè)自由貿(mào)易網(wǎng)絡(luò)體系,消除投資和貿(mào)易壁壘,促進(jìn)貿(mào)易和投資便利化;共同商建自由貿(mào)易區(qū),構(gòu)建區(qū)域內(nèi)和各國良好的營商環(huán)境,激發(fā)釋放合作潛力;共同提高技術(shù)性貿(mào)易措施透明度,降低非關(guān)稅壁壘,提高貿(mào)易自由化便利化水平;共同拓寬貿(mào)易領(lǐng)域,優(yōu)化貿(mào)易結(jié)構(gòu),挖掘貿(mào)易新增長點(diǎn),促進(jìn)貿(mào)易平衡;把投資和貿(mào)易有機(jī)結(jié)合起來,以投資帶動(dòng)貿(mào)易發(fā)展,在投資貿(mào)易中突出生態(tài)文明理念,加強(qiáng)生態(tài)環(huán)境、生物多樣性和應(yīng)對(duì)氣候變化合作,共建綠色絲綢之路;共同優(yōu)化產(chǎn)業(yè)鏈、價(jià)值鏈、供應(yīng)鏈和服務(wù)鏈,促進(jìn)沿線國家和地區(qū)產(chǎn)業(yè)互補(bǔ)、互動(dòng)與互助;共同探索新的開放開發(fā)之路,形成互利共贏、多元平衡、安全高效的開放型經(jīng)濟(jì)體系。
Removing barriers to trade with the aim of unleashing the potential for greater cooperation between countries involved is a major task in building the Belt and Road. Major measures the countries and regions along the Belt and Road could take include: creating mechanisms to facilitate free trade and the removal of investment and trade barriers; opening free trade areas to create a business-friendly environment at the regional and national levels and unleashing the potential for cooperation; improving the transparency of technical measures and reducing non-tariff barriers in order to liberalize and facilitate trade; expanding trading areas, improving trade structures and exploring new growth areas in order to attain trade balance; integrating investment and trade, and boosting trade with investment; incorporating focus on cooperation in ecological conservation, protecting bio-diversity and addressing climate change in investment and trade strategies in a joint effort to build a Silk Road to green development; and exploring new development opportunities to create an open economic environment that encourages the search for win-win solutions, respects diversity, enhances security and promotes efficiency.
