The degree of safety is closely related to the level of economic and social development, so is waterborne transport.

For the water transport industry, the requirement for safe transportation of dangerous chemicals is becoming even higher, which requires related department in the industry as well as enterprises to increase investment in safety,strengthen safety supervision and maintain reasonable safe distance.

There should be an appropriate level for the safety requirement for ships and crew engaged in water transport, enabling them to engage in water transportation under the current conditions, and to improve safety requirements and safety level with time along with the gradual improvement of social productive forces,livelihood and technology.

The system of enterprise integrity in maritime industry can achieve certain effect in safeguarding water transport safety.At present, relevant agencies need to determine whether there is problem with enterprises’ daily safety management after the accident, but due to the absence of related regulation and supervision record, it is not possible to determine whether the enterprise’s safety management is in place.In the future, it’s necessary to construct the daily supervision system of watertransportation safety.With regard to the training of safety personnel in the enterprise,

in the past, most safety training were carried out just for the sake of training due to the fact that there was no competition in the training behavior under administration monopoly.In the future, the qualification of training institutions should be open to more enterprises, allowing them to participate in safety training of enterprise personnel to enhance the effect of safety training.With regard to the fact that enterprise personnel tend to evade after accident, technical means should be adopted in the future to realize safe prevention and control at the time of accident, rather than involving personnel, the progress made in robot technology can be the solution for this issue.For safe production of enterprise, the system of reporting and rewarding should be established nationwide.

There is a line between the responsibility of government and enterprises, and the responsibility investigation after accident should also be carried out within the scope of their respective responsibilities.As enterprise is the main safety responsibility body, the enterprise will pay a huge price and even face catastrophe because of safety accidents.The main function of government is to establish the environment of safe production, set safety threshold and punish those liable.In the future, “nanny”government will be changed to “serving” government, so that government officials will not bear additional “public opinion responsibility” and “stability maintenance responsibility” at the time of accident, neither will they face “one vote veto” because of safety accident.The scientific concept of development is to recognize that 100% safety can not be achieved, and the safety responsibility is limited rather than unlimited.
