北部灣經(jīng)濟(jì)區(qū)交通同城化:新元素,新格局

北部灣經(jīng)濟(jì)區(qū)的城際高鐵把區(qū)域之間分散的城市“網(wǎng)”成一個(gè)緊密的整體,強(qiáng)化了城市群之間的聯(lián)系與分工,增強(qiáng)了城市之間的配套能力,促使整個(gè)區(qū)域的產(chǎn)業(yè)升級(jí)和轉(zhuǎn)型;公共交通一卡通的便捷交通則為經(jīng)濟(jì)區(qū)居民住、行、工作觀(guān)念帶來(lái)深刻變化,引發(fā)北部灣經(jīng)濟(jì)區(qū)交通同城化的發(fā)展新格局;“互聯(lián)網(wǎng)+”則將給北部灣經(jīng)濟(jì)區(qū)交通運(yùn)輸行業(yè)帶來(lái)各方面全新的改變;中國(guó)—東盟信息港建設(shè)與北部灣經(jīng)濟(jì)區(qū)交通同城化建設(shè)也正在相互影響促進(jìn),相得益彰。
2014年7月2日,《廣西北部灣經(jīng)濟(jì)區(qū)四市同城化交通實(shí)施方案》(簡(jiǎn)稱(chēng)《方案》)經(jīng)廣西壯族自治區(qū)人民政府同意,印發(fā)實(shí)施。按照《方案》,廣西在2015年實(shí)現(xiàn)南寧與北海、防城港、欽州之間城際快速交通網(wǎng)絡(luò)的構(gòu)建,并加快建設(shè)統(tǒng)一規(guī)范、互聯(lián)互通的交通IC卡平臺(tái),力爭(zhēng)在2017年實(shí)現(xiàn)四市公共交通一卡通。
中國(guó)廣西壯族自治區(qū)交通運(yùn)輸廳綜合運(yùn)輸管理處副處長(zhǎng)陸正業(yè)向本刊記者介紹,在北部灣經(jīng)濟(jì)區(qū)的南寧、北海、防城港、欽州范圍內(nèi),實(shí)現(xiàn)交通一卡通互聯(lián)互通,旨在為廣大人民群眾提供更安全、更便捷、更高效的交通運(yùn)輸服務(wù)。
據(jù)陸正業(yè)透露,爭(zhēng)取在2015年底成立廣西交通一卡通工作領(lǐng)導(dǎo)小組,協(xié)調(diào)推進(jìn)相關(guān)工作。目前項(xiàng)目資金預(yù)算、交通一卡通公司組建工作已經(jīng)在緊鑼密鼓地進(jìn)行,2016年底前,廣西區(qū)級(jí)交通一卡通平臺(tái)將建成,2017年將完成北部灣經(jīng)濟(jì)區(qū)四市市域范圍內(nèi)公交、地鐵、出租車(chē)交通一卡通互聯(lián)互通。
以城市公交為切入點(diǎn)的交通一卡通建設(shè),決定了城市公交業(yè)務(wù)將是交通一卡通的主要業(yè)務(wù),因此廣西交通一卡通建設(shè)從城市公交服務(wù)開(kāi)始推行。
“互聯(lián)網(wǎng)+”日漸成為潮流,“互聯(lián)網(wǎng)+”既是一種互聯(lián)的信息資源,也是一種互聯(lián)的信息處理能力?!盎ヂ?lián)網(wǎng)+”會(huì)給北部灣經(jīng)濟(jì)交通運(yùn)輸帶來(lái)怎樣的有利改變?
“通過(guò)對(duì)交通運(yùn)輸基礎(chǔ)設(shè)施、載運(yùn)工具、運(yùn)行信息等互聯(lián)網(wǎng)化,推動(dòng)互聯(lián)網(wǎng)與交通運(yùn)輸領(lǐng)域的深度融合,可以顯著提高交通運(yùn)輸資源利用效率,以及管理和服務(wù)水平?!敝袊?guó)廣西壯族自治區(qū)交通運(yùn)輸廳科教處副處長(zhǎng)韋揚(yáng)介紹說(shuō),實(shí)施“互聯(lián)網(wǎng)+”戰(zhàn)略,將會(huì)給北部灣經(jīng)濟(jì)區(qū)交通運(yùn)輸行業(yè)帶來(lái)以下幾個(gè)方面的改變:
一是提升交通運(yùn)輸服務(wù)品質(zhì)?!盎ヂ?lián)網(wǎng)+”的服務(wù)可推動(dòng)交通運(yùn)輸主管部門(mén)和企業(yè)服務(wù)性信息資源的開(kāi)放和綜合利用,為社會(huì)公眾提供實(shí)時(shí)交通運(yùn)行狀態(tài)查詢(xún)、出行路線(xiàn)規(guī)劃、電子收費(fèi)、網(wǎng)上購(gòu)票、智能停車(chē)、車(chē)輛維修保養(yǎng)等在線(xiàn)服務(wù)。
二是提高交通運(yùn)輸監(jiān)測(cè)預(yù)警和應(yīng)急處置能力。利用物聯(lián)網(wǎng)、移動(dòng)互聯(lián)網(wǎng)等技術(shù),加強(qiáng)交通運(yùn)輸網(wǎng)絡(luò)關(guān)鍵設(shè)施運(yùn)行狀態(tài)與通行信息的采集、處理,提高交通運(yùn)輸要素資源的在線(xiàn)化水平,形成更加完善的交通運(yùn)輸感知體系和應(yīng)急處置體系,提高監(jiān)測(cè)預(yù)警以及組織調(diào)度的智能化水平,實(shí)現(xiàn)可視、可測(cè)和應(yīng)急處置有力。
三是增強(qiáng)交通運(yùn)輸科學(xué)治理能力。
“互聯(lián)網(wǎng)+”為優(yōu)化交通運(yùn)輸設(shè)施規(guī)劃與建設(shè)、安全運(yùn)行控制、交通運(yùn)輸管理決策提供支撐。加快推進(jìn)交通運(yùn)輸綜合執(zhí)法系統(tǒng)建設(shè),利用互聯(lián)網(wǎng)加強(qiáng)對(duì)交通運(yùn)輸違章違規(guī)行為的智能化監(jiān)管,不斷提高交通運(yùn)輸治理能力。
隨著近年來(lái)中國(guó)與東盟各國(guó)的經(jīng)濟(jì)交流日益密切,建設(shè)中國(guó)—東盟信息港即將成為新的中國(guó)—東盟經(jīng)濟(jì)交流增長(zhǎng)點(diǎn)。由于北部灣經(jīng)濟(jì)區(qū)處于中國(guó)與東盟貿(mào)易往來(lái)的關(guān)鍵位置,因此中國(guó)—東盟信息港的落地將對(duì)北部灣經(jīng)濟(jì)區(qū)交通同城化帶來(lái)積極影響。
韋揚(yáng)介紹道,中國(guó)一東盟信息港是依托中國(guó)與東盟已有的合作交流機(jī)制,運(yùn)用互聯(lián)網(wǎng)思維創(chuàng)新方式方法,以國(guó)際通行規(guī)則和商業(yè)原則整體運(yùn)作,構(gòu)建和平、安全、開(kāi)放、合作的網(wǎng)絡(luò)空間共同體,推動(dòng)中國(guó)與東盟各國(guó)開(kāi)展互聯(lián)網(wǎng)業(yè)務(wù)的全方位多領(lǐng)域合作與交流。
“建設(shè)中國(guó)—東盟港口物流信息平臺(tái)工作,這是一項(xiàng)復(fù)雜、龐大的系統(tǒng)工程,目前我們已經(jīng)開(kāi)展項(xiàng)目建設(shè)的前期工作。”韋揚(yáng)說(shuō),這其中就有:根據(jù)中國(guó)—東盟各國(guó)各地區(qū)的特點(diǎn),開(kāi)展港口信息化情況普查;以各港口的實(shí)際需求,依托部屬科研院所開(kāi)展中國(guó)—東盟港口信息互聯(lián)共享工程建設(shè)的咨詢(xún)和培訓(xùn)。結(jié)合中國(guó)—東盟港口信息互聯(lián)共享工程建設(shè),聯(lián)合寧波、上海、招商國(guó)際三個(gè)市場(chǎng)主體與第一期開(kāi)通航線(xiàn)的東盟國(guó)家、地區(qū)推廣國(guó)產(chǎn)TOS(集裝箱碼頭作業(yè))系統(tǒng)等等。
廣西北部灣經(jīng)濟(jì)區(qū)是中國(guó)面向東盟開(kāi)放合作的重點(diǎn)地區(qū),中國(guó)—東盟信息港的建設(shè),既服務(wù)于北部灣經(jīng)濟(jì)區(qū),也面向東盟,發(fā)揮北部灣經(jīng)濟(jì)區(qū)的最大潛力,使北部灣經(jīng)濟(jì)區(qū)中的城市能夠發(fā)揮自身城市區(qū)位優(yōu)勢(shì)的同時(shí),促進(jìn)區(qū)域物流領(lǐng)域的協(xié)同合作,更好地服務(wù)于中國(guó)與東盟開(kāi)發(fā)合作,推動(dòng)北部灣經(jīng)濟(jì)區(qū)同城化的發(fā)展。

Urban Transportation Integration:A New Element and Pattern in the BGEZ

T he high-speed rail has closely connected cities together in the Beibu Gulf Economic Zone (BGEZ),cemented the link and division of labor between city clusters,improved their supporting capacity and facilitated industrial upgrading and reforming in the region.The integration of transportation card has brought local people profound changes and formed a new development pattern of urban transportation integration.Meanwhile,“Internet Plus” has transformed traffic industry into a brandnew look.The synchronous construction of China-ASEAN Information Harbor and urban transportation integration in BGEZ have complemented and promoted each other as well.
Integration of Transportation Card Created a New Pattern
On 2 July,2014,the People’s Government of Guangxi Zhuang Autonomous Region approved the Implementation Plan on Urban Transportation Integration of the Four Cities in Guangxi Beibu Gulf Economic Zone (short for the Plan).The Plan aims to set up the intercity rapid transit network linking Nanning,Beihai,Qinzhou and Fangchenggang,accelerate the construction of IC card platform and achieve the integration of transportation card within the four cities by 2017.
Lu Zhengye,Deputy Director of Comprehensive Transport Management Office at Department of Transport of Guangxi Zhuang Autonomous Region introduced that the integration of transportation card is designed to provide people with more secure,convenient and effi cient transportation services.
He revealed that a leading group on integration of transportation card would be established at the end of 2015,a provincial-level IC card platform would be completed by the end of 2016 and the integration of transportation card involving bus,metro and taxi within the BGEZ is expected to be fulfilled in 2017 with urban public transport as its starting point.
“Internet Plus” Brings Us Convenient Traffic Network
The increasingly influential “Internet Plus” is a kind of interconnected information resource,and has the ability to handle the information processing.What positive changes will it bring to us?“The transportation infrastructure,vehicles and operation information are increasingly delivered over the Internet.This could dramatically improve the efficiency in utilizing transportation resources,as well as promote our management and service level,” said Wei Yang,Deputy Director of Science and Education Office at Department of Transport of Guangxi Zhuang Autonomous Region.He pointed out that “Internet Plus” would bring some changes in several aspects as follows:Firstly,it will enhance transport service quality.By virtue of “Internet Plus”,the public could enjoy city’s up-to-date transit information and online services like real-time traffi c status,travel route guide,electronic toll collection,online ticketing,smart parking and vehicle maintenance,etc.
Secondly,it will strengthen the capability of monitoring,early warning and emergency management.Technologies like Internet of Things and Mobile Internet help improve runtime performance of transportation network,advance traffic information gathering and processing,benefit transportation element resources online,set up a complete transportation perception and emergency disposal system,generate new level of intelligence that can monitor and forecast,and realize the visual and measurable functions.
Thirdly,it will help better control the transportation.“Internet Plus”serves as a strong supporter for the optimization of transportation facilities planning and construction,safe operation control as well as decisionmaking on transportation management.Comprehensive law enforcement system for transportation needs to be upgraded and management competence should be improved by utilizing the Internet- based supervision.
Interactive Relations between Information Harbor and Urban Transportation Integration
The frequent economic exchanges between China and ASEAN as well as the strategic location where the BGEZ situates make BGEZ-based China-ASEAN Information Harbor a new growth point,and positively affect the urban transportation in the zone.
According to Wei Yang,relying on existing cooperation mechanisms and innovative ways of thinking,abiding by international rules and business principles,China-ASEAN Information Harbor aims to set up a network space community which is peaceful,secure,open and cooperative,thus to further strengthen all-round exchanges and cooperation between China and ASEAN in various areas.
“It is a complicated and big job for us to establish China-ASEAN Information Harbor.A significant amount of preparatory work has already been done,” said Wei Yang.Such work includes survey on port information construction in China and ASEAN countries,consulting and training on port information construction projects,and promotion of domestically-made terminal operating system.
The BGEZ is an important ASEAN-oriented area in China,which makes BGEZ-based China-ASEAN Information Harbor geared to ASEAN as well.The Harbor will fully utilize BGEZ’s potential and advantageous location,facilitate logistics cooperation in the region,better serve the development and cooperation between China and ASEAN and expedite the urban integration in BGEZ.
