為何說東博會不同于一般的商業(yè)性展會？是誰促成了熱議中的中國—東盟信息港建設(shè)、中國—東盟港口城市合作網(wǎng)絡(luò)構(gòu)建、中國—東盟技術(shù)轉(zhuǎn)移中心等中國—東盟重大合作項目的落地？如何推動全方位、多層次、寬領(lǐng)域的合作？12年來，東博會圍繞中國—東盟合作熱點，成功舉辦高層論壇143個。東博會高層論壇的舉辦帶來了什么？“展”、“會”如何互攜，共同發(fā)展？

東博會：不同于一般的商業(yè)性展會

中國—東盟博覽會作為中國和東盟10國共同主辦、中國廣西承辦的國際經(jīng)貿(mào)盛會，在2014年2月，與博鰲亞洲論壇、夏季達沃斯論壇共同被中國列為國家層面舉辦的重點涉外論壇和展會，具有特殊的國際影響力，是每年舉辦一次的中國國家級重點展會。舉辦12屆以來，共有59位中國和東盟國家領(lǐng)導(dǎo)人、2500多位部長級貴賓，51.9萬名客商參會，在推動中國—東盟友好合作，服務(wù)21世紀“海上絲綢之路”建設(shè)中發(fā)揮了重要作用。

不同于一般的商業(yè)性展會，東博會承載著服務(wù)中國—東盟友好關(guān)系、服務(wù)中國—東盟自由貿(mào)易區(qū)、服務(wù)雙方多領(lǐng)域合作的多重使命。東博會的會期既有展覽、洽談、推介、簽約等活動，又有政府官員、企業(yè)家、專家學(xué)者參加的高層論壇，“展”和“會”相互促進，交相呼應(yīng)。

那么，東博會舉辦的高層會議有何特點？會議論壇的組織執(zhí)行又有何成功之道？

選題之道：借大勢

東博會應(yīng)中國—東盟自貿(mào)區(qū)的建設(shè)而誕生，因此，東博會在會議論壇的主題和題材的選擇上，主要集中于中國—東盟自貿(mào)區(qū)發(fā)展及有關(guān)重點熱點問題。例如，由中國國家商務(wù)部舉辦的中國—東盟自由貿(mào)易區(qū)論壇，與會政、商、學(xué)者三界充分利用這一平臺，研究探討自貿(mào)區(qū)發(fā)展的有關(guān)問題。

再如，隨著雙方經(jīng)貿(mào)進一步擴大，與貿(mào)易相關(guān)的海關(guān)、商檢等便利化措施就顯得異常重要。因此，東博會適時召開了中國—東盟海關(guān)關(guān)長會議、質(zhì)檢部長會議，通過會議的研討和交流，雙方不斷推出有關(guān)貿(mào)易便利化的措施，如中越已基本達成“兩國一檢”的相互認可制度。又如，配合人民幣國際化進程，東博會亦舉辦了中國—東盟金融合作論壇；配合“互聯(lián)網(wǎng)+”的浪潮，舉辦了跨境電子商務(wù)論壇。

立項之道：領(lǐng)域廣

12年來，東博會共成功舉辦高層論壇143個，內(nèi)容涵蓋環(huán)保、科技、質(zhì)檢、海關(guān)、金融、交通、電力、物流、電信、旅游、文化、教育、出版、法律、醫(yī)藥、國際產(chǎn)能合作、統(tǒng)計、農(nóng)業(yè)、殘疾人合作等眾多領(lǐng)域，極大地豐富了東博會的揮會務(wù)內(nèi)容。

嘉賓邀請之道：層次高

東博會框架下的高層會議的主辦單位均為相關(guān)中國和東盟國家部委、領(lǐng)域內(nèi)權(quán)威機構(gòu)或國際組織，每屆東博會高層論壇都有各國部長級貴賓和知名企業(yè)家、專家學(xué)者出席，參會人員規(guī)格高、參與面廣。

例如，第10屆東博會期間舉辦的中國—東盟互聯(lián)互通交通部長特別會議，中國和東盟10國交通部長全體出席。首屆中國—東盟技術(shù)轉(zhuǎn)移與創(chuàng)新合作大會就有來自中國和東盟國家科技部、知名技術(shù)轉(zhuǎn)移機構(gòu)、企業(yè)、大學(xué)和科研機構(gòu)等1000余名代表參加，參會企業(yè)超過400家，是中國在技術(shù)轉(zhuǎn)移領(lǐng)域面向東盟舉辦的規(guī)模最大的一次盛會。而在今年第12屆東博會27個高層論壇上，共有130位副部級以上貴賓出席，包括東盟及區(qū)域外國家及地區(qū)86位，論壇總數(shù)及部級貴賓出席人數(shù)均為歷屆最高。

持續(xù)發(fā)展之道：成果豐碩

為什么東博會有了展覽這一核心內(nèi)容，還要舉辦高規(guī)格的論壇？因為推動中國—東盟全方位、多層次、寬領(lǐng)域合作，是東博會的使命。正是通過這些高層論壇的舉辦，實現(xiàn)了部長級磋商以及政府官員、企業(yè)家、專家學(xué)者、社會各界知名人士之間的對話溝通，使各方凝聚共識，解決經(jīng)貿(mào)往來增加以后所帶來的各種問題，建立起多領(lǐng)域合作機制，帶動了中國—東盟信息港、中國—東盟港口城市合作網(wǎng)絡(luò)、中國—東盟技術(shù)轉(zhuǎn)移中心、中國—東盟企業(yè)家聯(lián)合會、中國—東盟青年聯(lián)誼會、中國—東盟教育培訓(xùn)中心等重大項目落地，豐富了中國—東盟合作的“南寧渠道”，推動21世紀“海上絲綢之路”在各領(lǐng)域的落實。

特別是2015年成功舉辦的第12屆東博會，根據(jù)“一帶一路”建設(shè)的需要首次舉辦中國—東盟國際產(chǎn)能合作系列活動，包括論壇、國際經(jīng)濟與產(chǎn)能合作展、項目對接洽談會、雙邊會議等4個方面，在中國國內(nèi)率先利用展會平臺服務(wù)國際產(chǎn)能合作，吸引了東盟國家產(chǎn)能主管部門及中國鐵路總公司、中國中車株洲電力機車有限公司、中國兵器工業(yè)集團、中國銀行等一批知名企業(yè)參展，務(wù)實推進了中國與東盟國家的國際產(chǎn)能和裝備制造合作，取得顯著成效。

共贏之道：“會”“展”互攜

東博會的會議與展覽形成了良性互動。在固定舉辦的會議論壇和展覽之間，只要謀劃得當及前期準備工作到位，完全可以使會議參加者和展覽的參加者互為客戶。例如，第11屆東博會舉辦的中國—東盟警學(xué)論壇的主要參加者—各國的公安局長，成為了東博會電子電器展區(qū)無人機參展企業(yè)的主要采購商。第12屆東博會舉辦的中國—東盟殘疾人論壇為中國不少生產(chǎn)銷售殘疾人康復(fù)器械的廠家找到了專業(yè)的買家。

執(zhí)行之道：規(guī)劃 統(tǒng)籌 培訓(xùn)

越來越多的高層論壇在東博會舉辦，對展會的組織工作提出了更高要求。如何對論壇的時間、場地、議題、嘉賓接待、安保、宣傳、會務(wù)等進行統(tǒng)籌，使論壇高效、有序、順暢，達到預(yù)期效果？東博會秘書處作了一些積極的探索。

加強論壇規(guī)劃，突出中國—東盟合作。東博會秘書處制訂了相關(guān)標準，要求納入東博會框架的論壇內(nèi)容必須與中國—東盟重點合作領(lǐng)域密切相關(guān)，且具有一定的辦會層級，有良好的預(yù)期成果，確保論壇服務(wù)于中國—東盟合作，服務(wù)于21世紀“海上絲綢之路”建設(shè)。

加強對論壇的統(tǒng)籌，推進辦會規(guī)范化專業(yè)化。東博會秘書處與各場論壇的主辦承辦方建立了緊密的協(xié)調(diào)機制，在嘉賓邀請、接待、會場安排與布置、票證辦理、安保、宣傳、現(xiàn)場服務(wù)資源整合等方面進行統(tǒng)籌，使各場論壇均在高標準下實施，使參會嘉賓得到專業(yè)的服務(wù)。

充分利用論壇和展覽兩個平臺，打通“展”與“會”融通的渠道。一方面積極安排客商參加各論壇活動，另一方面積極組織論壇嘉賓參觀展覽，為雙方合作創(chuàng)造機遇。

加強會前培訓(xùn)，提高服務(wù)水平。東博會的論壇分別由不同的單位承辦，很多是地方政府部門而不是專業(yè)的辦展辦會機構(gòu)，缺乏承辦專業(yè)國際論壇經(jīng)驗。東博會秘書處會在會前對各承辦單位進行專業(yè)培訓(xùn)，培訓(xùn)內(nèi)容包括議題及議程的制定、嘉賓邀請、宣傳、接待、禮儀、現(xiàn)場服務(wù)等，對提高各單位的辦會水平起到了積極的作用。

經(jīng)過多年精心培育，東博會高層論壇不僅內(nèi)容豐富，成效顯著，且逐漸形成品牌，環(huán)保、科技、海關(guān)、金融、交通、電力、物流、文化、教育、出版、法律、醫(yī)藥等領(lǐng)域的論壇連續(xù)多次舉辦，一批貴賓多次出席，論壇美譽度不斷提高，成為推動中國—東盟多領(lǐng)域合作的重要平臺。

新時代 新機遇 新升級

當前，東博會正按照“一帶一路”建設(shè)需要，加快推進東博會的升級發(fā)展，通過功能升級、內(nèi)容升級、能力升級、輻射升級、軟硬件升級這五個方面“升級”，構(gòu)建中國—東盟自貿(mào)區(qū)升級發(fā)展的服務(wù)平臺、中國—東盟命運共同體多領(lǐng)域交流的公共平臺和21世紀“海上絲綢之路”合作的核心平臺。升級版的東博會將進一步豐富論壇活動，形成“展”與“會”良性互動。

2016年將迎來中國—東盟建立對話關(guān)系25周年，第13屆東博會將以此為契機，繼續(xù)突出“共建21世紀海上絲綢之路”主題，辦好中國—東盟建立對話關(guān)系25周年系列紀念活動，推動中國—東盟友好合作邁向更高水平。明年東博會在辦好展覽的同時，將圍繞21世紀“海上絲綢之路”建設(shè)的重點領(lǐng)域，舉辦一系列會議論壇，進一步凝聚合作共識，促成更多的合作項目落地，為構(gòu)建中國—東盟命運共同體作出新貢獻。

Understanding How the CAEXPO Is Well Organized

T here have been in total 143 highlevel forums successfully held during the CAEXPO in the past 12 years,which were centered on the hot topics of cooperation between China and ASEAN.On December 22,2015,Secretary-General of China-ASEAN Expo (CAEXPO) Secretariat Wang Lei delivered the keynote speech to give an explanation of the way of organizing conferences held during the CAEXPO at the 6th China International Conference Industry Week in Beijing,China.

CAEXPO:An Exceptional Commercial Exhibition

CAEXPO is a grand international economic and trade gathering co-sponsored by China and the 10 ASEAN countries,as well as organized by Guangxi Zhuang Autonomous Region,China; together with Boao Forum for Asia and Summer Davos Forum,it was also listed as one of China’s key statelevel forums and exhibitions concerning foreign affairs,and held once a year.Over the years,59 state leaders,over 2,500 ministerial distinguished guests as well as 519 thousand merchants from China and the ASEAN countries have contributed a lot to the promotion of China-ASEAN friendship and cooperation,as well as the construction of 21st Century Maritime Silk Road.

What makes CAEXPO different is that it is a gathering with missions to serve the China-ASEAN friendship,China-ASEAN Free Trade Area (CAFTA),as well as bilateral cooperation in various areas.During the Expo not only are there exhibitions,negotiations,promotions and signing ceremonies,but also the high-level forums attended by government officials,entrepreneurs,experts and scholars,which complement and promote each other.

Then,what are the characteristics of highlevel forums during the Expo? And what is the successful experience in the organization and implementation of various conferences and forums?

Selection of Subjects:Focus on Hot Topics When selecting the themes of conferences and forums pertaining to CAEXPO,the development and related hot topics of CAFTAare the main focuses,because CAEXPO was born after the establishment of CAFTA,among which the Forum on China-ASEAN Free Trade Area organized by China’s Ministry of Commerce serves as a platform to study and discuss the related issues of the development of CAFTA; the ASEAN-China Customs Directors’Conference and the ASEAN-China Ministerial Meeting on Quality Supervision,Inspection and Quarantine have been convened at the right moment,due to the vitally important status of facilitation measures of the customs and commodity inspection in the further enlarged bilateral economic and trade cooperation,pushing forward a series of measures to promote bilateral trade facilitation and the “Two Countries,One Inspection” accreditation system between Vietnam and China; the China-ASEAN Summit Forum on Financial Cooperation has been held to facilitate the process of RMB internationalization and the Cross-border E-commerce Forum against the background of “Internet Plus”,etc.

Project Determination:Cover Various Fields Since the fi rst CAEXPO,there are 143 high-level forums that have been successfully held,covering a variety of fi elds such as environmental protection,science and technology,quality inspection,customs,finance,transportation,electricity,logistics,telecommunication,tourism,culture,education,publishing,law,medicine,international production capacity cooperation,statistics,agriculture,disability cooperation,etc.

Honored Guests:Serve as High-ranking Offi cials

The high-level forums of CAEXPO are sponsored by the relevant ministries and commissions of China and ASEAN countries,and authoritative institutions or international organizations in various fi elds,attracting ministerial guests of honor from countries in the region,well-known entrepreneurs as well as experts and scholars to be present at each CAEXPO high-level forums:all the Ministers of Transport of China and the 10 ASEAN countries attended the ASEAN-China Transport Ministers’ Meeting on Connectivity during the 10th CAEXPO; over 1,000 representatives from China-ASEAN Ministries of Science and Technology,renowned technology transfer institutions,enterprises (more than 400),universities and scientific research institutions participated in the 1st Forum on China-ASEAN Technology Transfer and Collaborative Innovation which was the largest technology transfer gathering oriented at the ASEAN region; and there were 130 guests of honor taking part in 27 high-level forums during the 12th CAEXPO,whose offi cial positions are not lower than vice-ministerial level,among whom 86 came from the ASEAN countries or the extra-regional countries and regions,reaching a new high in the total of forums and the attendance of ministerial guests of honor.

Sustainable Development:Achieve Fruitful Results

When it comes to the main cause of combining the exhibitions with high-level forums during the CAEXPO,this is because CAEXPO is endowed with the mission to promote all-dimensional,multi-tiered and comprehensive cooperation between China and ASEAN.During the previous high-level forums,ministerial negotiations as well as dialogues and communications between governmental officials,entrepreneurs,experts & scholars,and celebrities from all walks of life have been achieved by setting up platforms for all parities to reach consensus,resolve all kinds of problems caused by the increase of economic and trade contacts,and establish the cooperative mechanism for multi-fields,mobilizing the implementation of major projects such as China-ASEAN Information Harbor,China-ASEAN Port Cities Cooperation Network,China-ASEAN Technology Transfer Center,ASEAN-China Entrepreneur Association,and ASEAN-China Youth Association,and China-ASEAN Education Training Center,enriching the “Nanning Channel” in China-ASEAN cooperation,and advance the construction of the 21st Century Maritime Silk Road in various fi elds.A series of activities of China-ASEAN international production capacity cooperation,in particular,were successfully held during the 12th CAEXPO in accordance with the Belt and Road Initiative,such as Forum on China-ASEAN Cooperation in Production Capacity,China-ASEAN International Economy and Production Capacity Cooperation Exhibition,Project Matching Program for International Capacity Cooperation and the bilateral conferences,boosting the China-ASEAN cooperation in international production capacity and equipment manufacturing and registering remarkable results.

Win-win Result:Promote Collaboration between Conferences and Exhibitions of 21st Century Maritime Silk Road; second,advance the normalization and professionalization of holding conferences by enhancing the overall plan of forums in such aspects as the invitation of guests of honor,reception,etc; third,achieve the integration of conferences and exhibitions by giving full play to the two platforms.Merchants are scheduled to participate in a variety of forums and activities,and guests attending the forums are invited to visit the exhibitions; and fourth,improve the service level by reinforcing the training before the conferences.Due to the lack of experience in holding professional international forums,the local government sectors as the organizers of forums during the CAEXPO have to be trained by the China-ASEAN Expo Secretariat,the contents of which include determination of topics and agendas,invitation of guests,propaganda,reception,etiquette,services on site,etc.With the concerted efforts of all sectors over the past years,fruitful achievements have been registered in the fields of environmental protection,science and technology,customs,finance,transportation,electric power,logistics,culture,education,publishing,law,and medicine.

As of now,a benign interaction between conferences and exhibitions during the CAEXPO has taken shape.It is absolutely possible that the client relations would be established between participants of the conferences and exhibitions which are well planned and provided with suffi cient preparatory work:Chiefs of Public Security Bureaus,as the main participants,from countries in the region became the major purchasers of unmanned aerial vehicles exhibited by the participating enterprises at the China-ASEAN Police Academic Forum during the 11th CAEXPO,and it was the same with the China-ASEAN Disability Forum during the 12th CAEXPO.

Execution:Plan,Coordinate and Train

In terms of the overall plan of the forums in such aspects as time,site,issue under discussion,guest reception,security,propaganda and conference services,the China-ASEAN Expo Secretariat has been actively committed to exploring effective measures to ensure the effi cient,orderly and smooth performance of various forums:fi rst,highlight China-ASEAN cooperation by strengthening the planning.According to the relevant standards of China-ASEAN Expo Secretariat,the contents of the forums should be closely connected to major cooperation fi elds between the two sides,and aimed at providing services for China-ASEAN cooperation as well as the construction

New Era:Face New Opportunities and Updates

At present,according to the needs of the Belt and Road Initiative,CAEXPO is committed to accelerating the upgrades of its own in five aspects:function,content,capacity,radiation,as well as software and hardware,thus to build it into a service platform for the upgrades of CAFTA,a common platform for multi-tiered communication of China-ASEAN community of common destiny and a core platform for the cooperation under the 21st Century Maritime Silk Road Initiative.The upgraded version of CAEXPO is to further enrich the contents of the forums and form a benign interaction between exhibitions and conferences.

In 2016,we will commemorate the 25th anniversary of the establishment of China-ASEAN dialogue relationship; therefore,efforts will be made to draw on the monumental moment to continue highlighting the theme—jointly building the 21st Century Maritime Silk Road,organize the related commemorative activities well,and promote China-ASEAN friendship and cooperation to a higher level.Moreover,a series of forums and conferences centered on major fields of 21st Century Maritime Silk Road Initiative will be held,so as to further build consensus and facilitate the implementation of more cooperative projects.
