New Year Message

歲序常易，華章日新。值此新年到來之際，我謹(jǐn)代表山東人民和山東省人民政府，向所有關(guān)心支持山東經(jīng)濟社會發(fā)展的香港同胞、澳門同胞、臺灣同胞、海外僑胞和世界各國朋友，致以誠摯的問候和良好的祝愿！

剛剛過去的一年，在以習(xí)近平同志為總書記的黨中央堅強領(lǐng)導(dǎo)下，山東人民齊心協(xié)力，開拓奮進(jìn)，協(xié)調(diào)推進(jìn)全面建成小康社會、全面深化改革、全面依法治省、全面從嚴(yán)治黨，勝利完成了“十二五”規(guī)劃確定的主要目標(biāo)任務(wù)，經(jīng)濟文化強省建設(shè)取得顯著成績。預(yù)計全省生產(chǎn)總值達(dá)到6.4萬億元，人均超過1萬美元，地方公共財政預(yù)算收入突破5500億元，糧食總產(chǎn)937億斤、實現(xiàn)“十三連增”。產(chǎn)業(yè)升級步伐加快，工業(yè)加快向價值鏈高端延伸，服務(wù)業(yè)增加值占比進(jìn)一步提高。自主創(chuàng)新能力持續(xù)增強，全省企業(yè)國家重點實驗室達(dá)到17家，國家工程技術(shù)研究中心達(dá)到36家，國家深?；?、青島海洋科學(xué)與技術(shù)國家實驗室等重大創(chuàng)新平臺投入使用。政府管理、國有企業(yè)、農(nóng)業(yè)農(nóng)村、財稅金融、投融資和收入分配等領(lǐng)域改革扎實推進(jìn)，發(fā)展活力明顯增強。與“一帶一路”沿線國家經(jīng)濟合作深入開展，中韓自貿(mào)區(qū)地方經(jīng)濟合作示范區(qū)建設(shè)取得積極進(jìn)展，外商直接投資和我省對外投資保持較快增長。教育、文化、衛(wèi)生、體育等各項事業(yè)全面進(jìn)步，人民生活水平不斷提高。這些成就的取得，是全省人民辛勤勞動的結(jié)果，也與港澳臺同胞、海外僑胞和國際友人的鼎力支持密不可分。在此，特向你們表示衷心的感謝！

“十三五”時期是我省在全面建成小康社會進(jìn)程中走在前列的決勝時期。我們將深入貫徹落實創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的發(fā)展理念，以提高發(fā)展質(zhì)量和效益為中心，著力加強結(jié)構(gòu)性改革，統(tǒng)籌推進(jìn)經(jīng)濟建設(shè)、政治建設(shè)、文化建設(shè)、社會建設(shè)、生態(tài)文明建設(shè)，把山東建設(shè)成具有較強核心競爭力、顯著文化軟實力和更大生態(tài)承載力的省份。

對外開放是繁榮發(fā)展的必由之路。我們將積極推進(jìn)新一輪高水平對外開放，大力營造國際化、法治化的營商環(huán)境，構(gòu)建全方位、全要素、寬領(lǐng)域的開放格局。我們熱誠歡迎海內(nèi)外朋友來山東考察交流、投資興業(yè)、觀光旅游，共襄盛事，共譜華章。

Year after year, the world is changing day by day. On the occasion of the coming of a new year, on behalf of the Shandong people and Shandong Provincial People’s Government, I would like to send my sincere regards and best wishes to all the Hong Kong compatriots, Macau compatriots, Taiwan compatriots, overseas Chinese and friends all over the world who have rendered concern and support to Shandong’s economic and social development!

In the year that has just passed, under the energetic leadership of the CPC Central Committee with Xi Jinping as the General Secretary, Shandong people have made concerted efforts to make pioneering progress and coordinately accelerated the work concerning constantly building a well-off society, constantly deepening the reforms, governing the province by law and placing high demands on the Party. Shandong has completed the main goals and tasks set up in the “12th Fiveyear Plan” and has secured remarkable achievements in building a powerful province with respect to economy and culture. It is estimated that the GDP of the entire province of Shandong has hit 6,400 billion yuan. The GDP per capita has exceeded 10,000 US dollars. The local public fiscal budget revenues have hit 550 billion yuan. The total grain output has hit 46.85 billion kilograms, realizing a consecutive increase of 13 years. The pace of industrial upgrading in Shandong Province has been accelerated. Industry is speeding up to extend to the high end of the value chain. The proportion of the added value of the service industry has been enhanced. The ability of independent innovation has been continuously reinforced. Throughout the province, the number of national key labs in enterprises has hit 17. The number of national engineering technological research centers has hit 36. Some major innovation platforms, such as the National Deep Sea Base and Qingdao National Lab of Marine Science and Technology have been put into use. Reforms in the fields of governmental administration, state-owned enterprises, agriculture and rural areas, taxation and finance, investment and financing and division of revenues have gone ahead in a down-to-earth manner. The development vitality has been remarkably strengthened. Shandong’s deep cooperation with the countries along the “One Belt and One Road” has been launched. Positive progress has been made in the construction of a demonstration zone for the local economic cooperation in the China-Korea Free Trade Zone. Both the direct investment in Shandong from foreign investors and Shandong’s investment abroad have maintained rapid growth. Full progress has been made in the public undertakings concerning education, culture, public health and sports. People’s standard of living has been constantly improved. These achievements are the result of the hard work of the people of the entire province. They are also inseparable from the energetic support from the compatriots in Hong Kong, Macau and Taiwan, the overseas Chinese and our international friends. I hereby would like to express my heartfelt thanks to you!

The era of the “13th Five-Year Plan” will be a decisive period in Shandong’s course of constantly building up a well-off society. We will deeply implement the development ideas characterized by innovation, coordination, greening, opening-up and sharing. Take promoting the development quality and benefit as the core, we will make efforts to reinforce the structural reform and launch a coordinated promotion in economic construction, political construction, cultural construction, social construction and ecological construction so as to turn Shandong into a province with powerful core competence, remarkable cultural soft power and increased ecological bearing capacity.

Opening up to the outside world is the only way for prosperous development. We will enthusiastically promote the new turn of highlevel opening-up, make efforts to create an international and lawbased business operation environment, and build up an all-round, total-factor and wide-range opening pattern. We sincerely welcome friends all over the world to visit Shandong for communication, investment, sight-seeing and tourism. We are sure we can create a winwin situation together.
