MIIT Convened Work Meeting for Upstream and Downstream Cooperation Mechanism of Aluminum Material For Civilian Aircraft
On September 15, 2015, the Department of Raw Material Industry and the Department of Equipment Industry of the Ministry of Industry and Information Technology (MIIT) jointly organized and convened the first work meeting for upstream and downstream cooperation mechanism of aluminum material for civilian aircraft in Shanghai. Entrusted by Vice Minister Xin Guobin, Director-general of the Department of Raw Material Industry Zhou Changyi attended the meeting and delivered speech; Yang Shuanchang, Deputy Director-general of the Department of Equipment Industry, presided over the meeting. Delegates from the Department of Planning, the Department of Civil-Military Integration Promotion, the Aircraft Airworthiness Certification Department of CAAC, Shanghai Municipal Commission of Economy and informatization, along with China Nonferrous Metals Industry Association, COMAC (Commercial Aircraft Corporation of China, Ltd), Aviation Industry Corporation of China, Chinalco, Beijing General Research Institute for Nonferrous Metals, Shandong Nanshan, and Liaoning Zhongwang attended the meeting.
In his speech, Zhou Changyi gave a comprehensive analysis of the research and production status quo of China’s aviation aluminum material, he pointed out that the aviation industry is the key symbol of a nation’s overall national strength and represents competitiveness of the manufacture industry, manufacturing large commercial aircrafts and accomplishing self supply of aviation aluminum material represent strategic choices for implementing “Made in China 2025” strategy and building China’s high-end manufacture new advantages. In order to promote cross-industry collaborative innovation of civilian aircraft aluminum material, the MIIT took the initiative to set up upstream and downstream cooperation mechanism of aluminum material for civilian aircraft, Deputy Minister Xin Guobin would be appointed team leader of the Cooperation Mechanism Work Team, relevant chief persons of the Department of Equipment Industry and the Department of Raw Material Industry would act as deputy team leaders. In the next step, the MIIT will focus on key steps in R&D, production and application of aviation aluminum material, by targeting at promoting total self supply of aviation aluminum material, and establishing independent innovation material system and equipment technology system, fully bring out the function of cooperation mechanism, intensify support to research of key brands and platform construction, improve guiding policies and standard system for application of aluminum material for civilian aircraft, encourage state-owned and private enterprises to seek mutual promotion and military-civilian integration. Zhou Changyi also emphasized that all units must unify understanding, earnestly implement assignment of responsibility for cooperation mechanism, compile work plan for propelling R&D and production of aluminum material for civilian aircraft, and develop combined force in work.
Meeting delegates also unfolded discussion by revolving around responsibilities of the cooperation mechanism and key work tasks in the near future, and put forward detailed suggestions from the aspects of refining target tasks, clarifying time schedule, and improving work mechanism.
In the meeting summary, Zhou Changyi pointed out that setting up upstream and downstream cooperation mechanism is an effective approach for propelling collaborative innovation under market mechanism, through this meeting, all units held sufficient communication, converged consensus, and clarified tasks and responsibilities. After the meeting, it was required to continue full usage of the cooperation mechanism platform, strengthen regular consultation, day-to-day communication and in-depth cooperation; all departments must refine supporting policies, strengthen supervision and inspection, the MIIT would improve key work plans for the near future, continue to encourage research and production of aluminum material for civilian aircraft, and actively coordinate settlement and feedback of difficult tough problems; all enterprises must clarify key tasks and time nodes, strengthen project reserve and execution, and actively strive for policy support.
