歐洲時報:“一帶一路”戰(zhàn)略已成為今年全國兩會最為熱議的話題之一。我們注意到,您到任以來多次在對外活動中表示,希望中國與德國北威州的交流合作能為“新絲路”建設(shè)發(fā)揮更大作用。這一愿望的主要動因是什么?
馮海陽:習近平主席在去年3月訪問德國期間曾來到位于北威州的杜伊斯堡港參觀,推動絲綢之路經(jīng)濟帶建設(shè)。當時我還在云南紅河州工作。從電視新聞中,我看到習主席與德國和北威州領(lǐng)導人共同來到火車站臺,三聲鑼響后,一列通過“渝新歐”國際鐵路聯(lián)運大通道的,從重慶始發(fā)的列車滿載著貨物緩緩駛?cè)?。德方領(lǐng)導人在歡迎儀式上真誠表示,將抓住絲綢之路經(jīng)濟帶倡議為北威州帶來的新機遇,加強同中國的合作。這一別開生面的外交活動場景,特別是習主席率先垂范、身體力行推進絲綢之路經(jīng)濟帶建設(shè)令我銘記于心。出任中國駐杜塞爾多夫首任總領(lǐng)事后,我和我的團隊即把為“新絲路”建設(shè)鋪路搭橋作為總領(lǐng)館的重點工作,期望通過與領(lǐng)區(qū)各界溝通協(xié)作,把國內(nèi)與北威州的利好因素進一步融合起來,把雙方顯性與潛在的積極動能進一步結(jié)合起來,使中國與北威州的交流合作成為國家合作共贏開放戰(zhàn)略的一道亮麗風景線,使北威州在絲綢之路經(jīng)濟帶建設(shè)中日益發(fā)揮重要的支點和樞紐作用。
歐洲時報:德國北威州在參與絲綢之路經(jīng)濟帶建設(shè)方面有哪些獨特優(yōu)勢?
馮海陽:中德兩國位于絲綢之路經(jīng)濟帶兩端,是亞歐兩大經(jīng)濟體和增長極。北威州是德國人口最多、經(jīng)濟實力最強、教育水平最高的聯(lián)邦州之一。去年該州國內(nèi)生產(chǎn)總值占德國內(nèi)生產(chǎn)總值近23%。以州府杜塞爾多夫為圓心500公里半徑范圍內(nèi)覆蓋1.5億人口,擁有整個歐盟近半的購買力。該州作為全德對華貿(mào)易和雙向投資的“雙料冠軍”,目前已有近900家中資企業(yè)在此落戶,2700多家北威州企業(yè)在華投資或設(shè)立代表處。該州還是德國乃至歐洲交通樞紐,擁有發(fā)達的綜合交通運輸網(wǎng)絡(luò)和國際商貿(mào)物流體系。位于該州的杜伊斯堡作為歐洲重要內(nèi)河港口,是全歐洲唯一擁有多條對華直通貨列的城市,其中連接重慶和杜伊斯堡的“渝新歐”鐵路作為新絲路經(jīng)濟帶陸路大通道的先行者,目前已成為連接歐亞兩大市場的國際鐵路聯(lián)運大通道,其紅利逐步顯現(xiàn),前景更顯光明。
歐洲時報:如何理解“渝新歐”鐵路的先行者作用?
馮海陽:自2010年8月以來,重慶市在國家大力支持下,積極謀求與沿線國家政府部門和企業(yè)共同打造通暢安全高效的運輸大通道,率先實現(xiàn)了一次報關(guān)、一次查驗、全線放行的便捷通關(guān)模式;率先成立了由重慶市政府與中鐵、德鐵、俄鐵、哈鐵共同組建的“四國五方”渝新歐(重慶)物流公司,建立了各國鐵路的信息溝通機制和快速處理突發(fā)事故機制;率先實現(xiàn)了全程統(tǒng)一運單;率先實現(xiàn)雙向常態(tài)化運行。根據(jù)中央對“一帶一路”建設(shè)規(guī)劃的頂層設(shè)計,“一帶一路”建設(shè)工作首先要堅持共商、共建、共享原則,積極與沿線國家的發(fā)展戰(zhàn)略相互對接。在此意義上,“渝新歐”作為中國開行最早、運行最穩(wěn)定的中歐班列,其發(fā)展對于抓好重點項目,以基礎(chǔ)設(shè)施互聯(lián)互通為突破口,發(fā)揮對推進“一帶一路”建設(shè)的基礎(chǔ)性作用和示范效應(yīng)具有積極作用。
歐洲時報:李克強總理在今年的政府工作報告中明確提出,繼續(xù)大力推進“一帶一路”建設(shè),構(gòu)建全方位對外開放新格局。你認為中國駐外使領(lǐng)館在推進“一帶一路”建設(shè)進程中將發(fā)揮怎樣的作用?
馮海陽:王毅外長日前在“兩會”記者會上寄語中國外交:為國家擔當,為世界盡責。他還表示,2015年中國外交的關(guān)鍵詞是“一個重點、兩條主線”。這里的“一個重點”就是全面推進“一帶一路”。中國駐外使領(lǐng)館將牢記宗旨,不負重托,以抓鐵有痕、踏石留印的精神,在推進“一帶一路”建設(shè)中發(fā)揮“橋頭堡”作用。就駐杜塞爾多夫總領(lǐng)館而言,我們有以下設(shè)想:
一是突出特點。如前所述,北威州既有得天獨厚的區(qū)位、設(shè)施、產(chǎn)業(yè)及人文等資源富集的基礎(chǔ)性優(yōu)勢,也有與中方在“一帶一路”構(gòu)想內(nèi)展開務(wù)實合作的積極性。立足優(yōu)勢資源、加速成果轉(zhuǎn)化,將成為我館推動雙方相向而行、同頻共振的優(yōu)先方向。我們將加強與領(lǐng)區(qū)政府的政策溝通,暢通投資貿(mào)易,進一步改善和優(yōu)化中資企業(yè)的投資與發(fā)展環(huán)境,支持和幫助更多中資企業(yè)在北威州安家落戶、發(fā)展壯大,打造更多“一帶一路”戰(zhàn)略的承載載體。同時,充分發(fā)揮地方和市場主體的主動性,更廣泛地在中德企業(yè)之間搭建交流合作平臺,不斷擴大彼此利益契合點,以點帶面,從線到片,逐步形成推進“一帶一路”建設(shè)的雙向合力。
二是抓住重點。從中國重慶始發(fā)至杜伊斯堡的“渝新歐”鐵路打通歐亞經(jīng)脈,在當前中歐經(jīng)貿(mào)合作程度加深的背景下,這條國際大通道將拉近中歐間的距離和密切程度,沿途經(jīng)過的6個國家、12個車站也因此迎來新的發(fā)展契機。目前,這些國家紛紛計劃、著手在這些車站設(shè)立保稅區(qū),建立貨物集散分撥中心,發(fā)展倉儲物流。這與我加強互聯(lián)互通伙伴關(guān)系,使“一帶一路”建設(shè)為沿線各國帶來共同繁榮,以及依托國際大通道,以重點經(jīng)貿(mào)產(chǎn)業(yè)園區(qū)為合作平臺,共同打造若干國際經(jīng)濟合作走廊的戰(zhàn)略構(gòu)想相吻合。同時我們也清醒地看到,要把這條通道進一步做實、做大、做強,仍需積極探索,艱苦努力。特別是中歐班列目前尚處市場培育期,除了知名度、可信度有待提高,還有回程集貨問題急待解決。駐杜塞總領(lǐng)館將在大力宣介這條通道的特點和優(yōu)勢、助推有關(guān)各方進一步完善物流網(wǎng)絡(luò)等方面,加強與國內(nèi)有關(guān)方面以及領(lǐng)區(qū)有關(guān)各界的溝通與協(xié)作,使渝新歐國際鐵路聯(lián)運大通道能夠給參與各方帶來更多合作共贏成果并切實成為絲綢之路經(jīng)濟帶建設(shè)的有力支撐。
三是強基固本。加深各國人民之間的了解和友誼是發(fā)展國與國關(guān)系的堅實基礎(chǔ)和永恒動力。建設(shè)新絲綢之路經(jīng)濟帶,也是相關(guān)國家和地區(qū)加強教育、旅游、文化等領(lǐng)域全面合作,增進民間交流與友誼的過程,需要經(jīng)貿(mào)、人文兩個輪子一起轉(zhuǎn),注重惠民合作,加強心靈溝通。駐杜塞總領(lǐng)館將緊緊圍繞“一帶一路”共同發(fā)展的理念、合作共贏的目標積極開展公共外交,宣傳好、介紹好“一帶一路”不是中方一家的“獨奏曲”,而是各方共同參與的“交響樂”,不斷夯實“一帶一路”建設(shè)的民意和社會基礎(chǔ)。

Oushinet: The “One Belt, One Road” initiative has become the most heated topic for the Two Sessions this year. We have noticed that you mentioned in many events that the communication and cooperation between China and Nordrhein-Westfalen can play a bigger role in the New Silk Road construction, what is the main driver for such an expectation?
Feng Haiyang: President Xi Jinping came to Duisburg in Nordrhein-Westfalen during his visit to Germany last March in order to ramp up the construction of Silk Road Economic Belt. At that time, I was working in Honghe Prefecture, Yunnan.From TV news, I saw President Xi and Nordrhein-W estfalenleaders came to the train station. After the gong was beaten for three times, a fully-loaded train starting from Chongqing through Chongqing-Xinjiang-Europe railway slowly approached. German leaders sincerely voiced during the welcome ceremony that they would grasp new opportunities brought by the Silk Road Economic Belt to Nordrhein-W estfalen and strengthen cooperation with China. This special diplomatic event, especially President Xi's personal promotion of Silk Road Economic Road gave me a deep impression. After I became China's f rst Consul General Dusseldorf, my team and me have prioritized the pavement of New Silk Road and expect to further merge advantages of China and Nordrhein-Westfalen through coordination with various circles in our jurisdiction,further combine explicit and potential motivations from both parties, forge our partnership between China and Nordrhein-Westfalen into a beautiful icon of national cooperation, win-win and opening-up strategies and enable Nordrhein-W estfalen to increasingly play its role as a pivot and hub in the construction of Silk Road Construction.
Oushinet: What unique advantages does Nordrhein-Westfalen have in participating the construction of Silk Road Economic Belt?
Feng Haiyang: Located to the two ends of Silk Road Economic Belt, China and Germany are two major economies and growth poles in Asia and Europe. Nordrhein-W estfalen is one of the federal states in Germany with the largest population,the strongest economic competence and the highest education level. Last year, its GDP accounted for 23% of Germany's total. The areas centering upon capital Dusseldorf with a radius of 500km have a total population of 150 million with the purchase power of nearly half of the European Union. The state ranks at the top in both trade toward China and bilateral investment between both countries. At present, nearly 900 Chinese enterprises settled here and over 2700 Nordrhein-W estfalen enterprises have invested or set up off ces in China. Moreover,the state is also a transportation hub in Germany and Europe
with developed comprehensive transportation network and international trade and logistic system. Duisburg, as a key river port in Europe, is the only city with multiple direct freight trains to China in the whole Europe. Chongqing-Xinjiang-Europe railway connecting Chongqing and Europe is the pace-setter on the land channel of the New Silk Road, and it has become also a grand channel linking European and Asian markets with increasing benef ts and a bright outlook.
Oushinet: How to understand the piloting role of Chongqing-Xinjiang-Europe railway?
Feng Haiyang: Since August 2010, with the great support from national government, Chongqing actively seeks the joint construction of this safe and ef ficient transport channel with governments and companies along this line and realized a convenient customs clearance mode of one customs declaration, one inspection and all permission. It first established Yuxin'ou (Chongqing) Logistic Co., Ltd with Chinese, German, Russian and Kazakhstan railway departments in a “four countries, five parties” manner and set up information communication mechanism and rapid coping mechanism to contingencies. Besides, Chongqing has also first achieved a uniform waybill for the whole trip and the bi-directional normalized operation. According toCentral Government's top design of “One Belt, One Road”construction, the construction work shall adhere to joint negotiation, joint construction and sharing principles and actively align to development strategies of countries along the line. To this sense, as the earliest and most stable China-Europe railway in China, Chongqing-Xinjiang-Europe railway can serve the development of key projects, inter-connectivity of infrastructure and the basic role and demonstrative effect of “One Belt, One Road” construction.
Oushinet: Premier Li Keqiang clearly stated in this year' s Government W ork Report that we shall ramp up “One Belt, One Road” construction and constitute a new scenario of opening-up in an all-around way. What role do Chinese embassies and consulates play in the drive of “One Belt, One Road”?
Feng Haiyang: Foreign minister W ang Yi commented on China's diplomacy during a press conference of Two Session:be responsible to our home country and the world. He also said that the key world for China's diplomacy in 2015 is “one highlight, two main lines”, namely the progress of “One Belt,One Road” in an all-around way. Chinese embassies and consulates abroad will f rmly bear in mind our goal, carry out our mission and play the role as “bridgehead” in the drive of “One Belt, One Road” with the spirit of producing tangible results. As the Consulate General in Dusseldorf, we have the following aspirations:
One, give prominence to our characteristics. As stated,Nordrhein-Westfalen enjoys basic advantages such as unique geographic location, facilities, industries and culture, and it also has enthusiasm to unfold pragmatic cooperation with the Chinese party in its “One Belt, One Road” initiative. Addressing advantageous resources and accelerating result conversion will become the priority for our consulate to push forward convergence and collaboration. W e will reinforce policy communication with local government, smooth investment and trade, further improve and optimize the investment and development environment for Chinese enterprises, support and help more Chinese enterprises settle and expand here and build more carriers of the initiative. Meanwhile, we will fully mobilize the enthusiasm of local government and market players, set up more extensive platforms for communication and cooperation between Chinese and German enterprises,constantly increase common interest points, move from individual points to clusters and gradually form the bilateral propulsion for the initiative.
Two, pinpoint the highlights. From Chongqing to Duisburg, the Chongqing-Xinjiang-Europe railway cuts across Europe and Asia. Against the backdrop of closer trade ties between China and Europe, this grand international channel will shorten the distance between the two parties. Six nations and 12 stops along the line will hence usher in new development opportunities. At present, these countries all plan to develop bonded zones, cargo distribution centers and warehousing logistics at those stops. This is aligned with the strategic aspiration of enhancing connected partnerships,bringing shared prosperity to countries along the line, jointly constructing many international economic cooperation corridors through the international grand channel on the platform of key economic and trade parks. Meanwhile,we also clearly see that in order to substantiate, enlarge and strengthen this channel, more active exploration and arduous efforts are still required. In particular, the market of this Eurasian railway is still being fostered. Apart from higher reputation and credibility, the backhaul cargo shall be imminently ensured too. The Consulate General in Dusseldorf will strongly advertise for the features and advantages of this channel and urge parties to further improve logistics network,increase communication and collaboration with China and make it possible for the grand channel to bring about more win-win results to all parties and solidly render forceful support to the construction of Silk Road Economic Belt.
Three, consolidate our bases. Enhancing understanding and friendship of peoples of various nations is the solid foundation and permanent driving force to develop our relationships. Building the New Silk Road Economic Belt is also the process for nations and regions to fortify comprehensive cooperation in areas like education, tourism and culture as well as promote civil exchanges and friendship. This requires trade and culture to work in tandem with more emphasis on people's wellbeing and personal communication. Our consulate general in Dusseldorf will tightly center on the shared development concept of “One Belt, One Road” and the goal of cooperation and win-win, roll out public diplomacy accordingly, publicize and introduce that the initiative is not a “solo” for China alone, but a “symphony” for all parties as well as constantly consolidate the public and social bases for the initiative.
