近日，為更好地推進(jìn)“一個(gè)總部、三個(gè)廠區(qū)”的運(yùn)作管理模式，真正實(shí)現(xiàn)合二為一，實(shí)現(xiàn)“1+1>2”的融合目標(biāo)，中船黃埔文沖船舶有限公司印發(fā)了《進(jìn)一步深化融合發(fā)展實(shí)施方案》，該方案對深化融合總體原則、具體業(yè)務(wù)管控模式予以明確公布了新一輪機(jī)構(gòu)調(diào)整方案。新機(jī)構(gòu)自2015年1月1日起正式運(yùn)作。

《方案》指出，要按“一個(gè)總部、三個(gè)廠區(qū)、五個(gè)生產(chǎn)單元”的管理模式，繼續(xù)深化總部管控模式，集中職能管理，統(tǒng)籌安排該公司長洲、文沖、龍穴三廠區(qū)生產(chǎn)單元活動(dòng)。屬于專業(yè)業(yè)務(wù)管理范疇的職能全部集中至黃埔文沖公司總部；文船公司法人地位仍然保持不變，其職能管理與總部職能管理全面重合；強(qiáng)化五個(gè)生產(chǎn)單元（造船事業(yè)一部、造船事業(yè)二部、修船事業(yè)部、廣州黃船海洋工程有限公司、廣州文船重工有限公司）與生產(chǎn)組織管理密切相關(guān)的職能。

《方案》明確指出，根據(jù)集中職能管理的要求，將對黃埔文沖總部與文船公司職能部門進(jìn)行整合，總部職能管理直接重合覆蓋到文沖廠區(qū)。對于文船公司，總部的職能部門即為文船公司的職能部門，部分職能部門根據(jù)業(yè)務(wù)管理需要實(shí)施實(shí)體派駐管理。

CSSC Huangpu Wenchong Shipbuilding further promotes reform after merging

Recently， in order to better promote the operation and management mode of “a headquarters， three plants”， really realize the harmonized development of merged CSSC Guangzhou Huangpu Shipbuilding Co.， Ltd and Guangzhou Wenchong Shipyard Co.， Ltd.， CSSC Huangpu Wenchong Shipbuilding Co.， Ltd. issued the "Plan for further promoting the harmonized development" including general combination principles and business management mode. Based on the plan， a new organization adjustment scheme was announced and will be executed since January 1， 2015.

The operation and management mode of "a headquarters， three plants， five production units" in the plan continues to deepen the headquarters control mode， the centralized function management and overall production arrangement of five production units in the three plants including Changzhou， Wenchong and Longxue.
